Why does my hex value give a slightly different rgb than my design tool?

All conversions here use IEEE-754 floating-point math then round once at display. Some design tools (older Sketch, certain swatches in Photoshop) round at every step which compounds. Trust the hex value as canonical — that's the bit-exact representation. The rgb/hsl displayed here is the mathematically correct round.

Does the tool support transparency?

Yes — RGBA, HSLA and 8-digit hex (#5b3df8aa) all preserve the alpha channel through every conversion. Notations that don't have alpha (CMYK, plain HSV) ignore it for that representation only — the alpha is restored when you switch back to a notation that supports it.
